Twin Lakes Code Enforcement Report <br />Community Development Director Patrick Trudgeon provided a status update of <br />those properties in the Twin Lakes Redevelopment area who had complied to re- <br />cent public nuisances issues, those who had yet to comply, and the stages of com- <br />pliance on some of those properties not yet in compliance, but in the process of <br />obtaining quotes for compliance. Mr. Trudgeon noted that property owners had <br />been encouraged by the City's commitment to begin improvements in the area; <br />and as a result, several other buildings were slated for demolition by their owners. <br />Discussion included timeframe for demolition based on review and award of bids <br />by the City Council tonight after which time property owners will be able to es- <br />tablish firmer dates for compliance. <br />Councilmember Ihlan expressed concern that residential property owners did not <br />receive 30-60-or 90 days to comply, but were threatened with abatement or Court <br />Citation within a much shorter timeframe; and suggested that commercial proper- <br />ties should be held to a consistent process as well in order to hold them account- <br />able. <br />Mayor Klausing noted that properties only come before the City Council when the <br />property owner isn't being cooperative with the City, and presumed that this <br />would be consistent for commercial properties as well if they were not being co- <br />operative. <br />Councilmember Ihlan noted that she had conveyed complaints from citizens since <br />March of this year related to the Twin Lakes properties; and while she expressed <br />gratitude that progress was being made, asked for a consistent process; asking that <br />staff return to the City Council at their next meeting seeking authorization for <br />abatement or Court Citation for these properties as well. <br />Mr. Trudgeon noted that the issue wasn't necessarily one of demolition, and if the <br />City forced corrections, the current graffiti on buildings would simply be painted <br />over, and buildings secured; and they would become a prime target for additional <br />tagging activity. Mr. Trudgeon recommended that a date certain be set (i.e., Au- <br />gust 31, 2009) and to hold off further action until that point, and if not demol- <br />ished, the City would follow up with further action. <br />No action taken. <br />b. Discuss 2010 Legislative Impacts and Property Values <br />Acting City Manager/Finance Director Chris Miller provided a quick briefing on <br />legislative impacts from the most recent session. <br />Discussion included trending of property values for 2010 based on aggregate in- <br />formation, and not specific to Roseville at this time; indications that Roseville's <br />
