Department Approval <br />� <br />Item Description: <br />l�'�, <br />Jy <br />REQUEST FOR COUNCIL ACTION <br />Date: 04/27/09 <br />Item No.: 13.a <br />City Manager Approval <br />� / <br />Twin Lakes Infrastructure Improvements-Phase I Update <br />BACKGROUND <br />On November 17, 2008, the City Council authorized staff to develop final plans and specifications and <br />advertise for bids for the Twin Lakes Infrastructure Improvements- Phase I and to start negotiations with <br />property owners for temporary and permanent easements. The Council authorized the utilization of <br />Centre Pointe TIF funds in addition to state grant money and infrastructure contributions from <br />Metropolitan Council's Park N Ride project to pay for the construction of the Twin Lakes Infrastructure <br />Improvements- Phase I. <br />On February 23, 2009, the City Council approved the Interagency Agreement for Twin Lakes Park-N- <br />Ride. This agreement defines the required timeline for the public improvements and how Metro Transit <br />will meet their total obligation for their share of the public infrastructure construction costs. The <br />Metropolitan Council is using Urban Partnership Agreement (UPA) funds to pay for their portion of the <br />costs. These UPA funds must be spent by December 31, 2008. <br />The final plans are near completion and the Phase 1 improvements will be advertised for bid in early <br />May. The bids will be presented to the Council with a recommendation at your June 8, 2009 meeting. <br />At the Council meeting, staff will present information to the City Council regarding the project scope <br />and design including the following elements: right- of- way acquisition, environmental clean-up, green <br />initiatives, streetscape elements, and storm water management. <br />POLICY OBJECTIVE <br />� We have made significant progress on a number of items with this project; which staff felt were <br />, important to communicate with the City Council and Public. <br />� FINANCIAL IMPACTS <br />� Staff will present the updated costs and proposed funding for this project at the council meeting. <br />� STAFF RECOMMENDATION <br />, Discuss Twin Lakes Phase I Infrastructure Improvements. <br />� REQUESTED COUNCIL ACTION <br />Discuss Twin Lakes Phase I Infrastructure Improvements. <br />Prepared by: Debra Bloom, City Engineer <br />Attachments: None <br />Page 1 of 1 <br />
