40 term. Upon the expiration of such member's term of office, a member shall continue to serve 41 until such member's successor is appointed and shall have qualified. 42 C. Compensation; Removal: The members of the commission shall serve without 43 compensation, and may be removed from office by a 4/5 vote of the City Council. (Ord. 44 566, 2-19-1968) 45 204.05: DUTIES: 46 In fulfillment of its purpose, the commission's duties and responsibilities shall be to: 47 A. Adopt bylaws and rules for the conduct of its affairs including the election, assumption of 48 duties and definition of responsibilities of officers and committees. 49 S. Enlist the cooperation of agencies, organizations and individuals in the community in an 50 active program directed to create equal opportunity and eliminate discrimination and 51 inequalities. 52 C. Formulate a human relations program for the city to give increased effectiveness and 53 direction to the work of all individuals and agencies addressing themselves to planning, 54 policy making and educational programming in the area of civil and human rights. 55 D. Advise the mayor, the City Council and other agencies of the government of human 56 relations and civil rights problems. Act in an advisory capacity with respect to planning or 57 operation of any city department on issues of civil and human rights and recommend the 58 adoption of such specific policies or actions as are needed to provide for full equal 59 opportunity in the community. 60 E. Develop such programs of formal and informal education as will assist in the 61 implementation of the Minnesota state act against discrimination, and provide for the 62 commission's assumption of leadership in recognizing and resolving potential problem areas 63 in the community. Monitor statistical and other data trends in our citv and identifv and recommend to the citX 65 council ways to encourage mutual understanding among our citizens about the community's 66 diversitv through, but not limited to: 67 1. connecting and �artnering with neighborhood, community, educational, business 68 and social services groups and organizations; 69 2. co-s�onsoring citywide neighborhood or facilitating community events which 70 would include o�ortunities for heritage and cultural events; and 71 3. programs for enga�ing citizens and community leaders in a holistic a�roach 72 including dialogues, education and training about diversitv issues. 73 74 SECTION 2: Effective date.
