Notable exceptions include: 1) Charges for services revenue was lower than expected due to delayed allocation of internal service charges. The primary concerns for the General Funds' financial condition include the pending loss of state aid and the potential for less than expected interest earnings due to the continued economic downturn. The City should also be concerned about the General Fund's overall reserve levels which have dropped to 31 % of the annual operating budget. This is well below the 50% amount prescribed by Council-adopted policies and industry-recommended standards. Page 4 of 14
