4.O PROJECT UPDATE <br />_ 4.1 Since the Planning Commission Meeting of March 4, 2009, the applicant has been <br />_ working with his consultants to revise the proposed building and site to further address <br />_ resident concerns and Planning Commissioner comments. <br />_ 4.2 At the urging of the applicant, the Planning Division postponed Council action until after <br />_ the applicant met with Council members to review the revised development proposal. <br />_ 4.3 The applicant also met with Planning Division staff to discuss the revisions and to <br />_ provide a status of the revised proposal. On April 24, 2009, the Planning Division <br />_ received the revised site plan and elevation drawings and on April 29, 2009, it received <br />_ the revised narrative. <br />_ 5.O SITE CHARACTERISTICS/DEVELOPMENT PROPOSAL <br />� 5.1 Since the Planning Commission meeting, the applicant has met with representatives of <br />� the Minnesota Department of Transportation (MNDOT) regarding the ownership of the <br />� land area west of Midland Grove Road. The conclusion is that Mr. Mueller owns the <br />� underlying land area, an approximately 70 by 238-foot parcel that will be conveyed back <br />� to him from MNDOT. With this additional land, the Orchard parcel size has now <br />� increased from 2.23 acres to 2.61 acres. <br />� 5.2 The site is located to the east of Cleveland Avenue, directly adjacent to County Road S, <br />� and south of the Midland Grove Condominiums. A single-family property and <br />� Ferriswood Townhome community is located to the east, and single-family homes are <br />� located south across County Road S. <br />F 5.3 The subject property has an existing Comprehensive Land Use designation of Low <br />F Density Residential; Midland Grove Condominiums has a designation of High Density <br />F Residential; and Ferriswood Townhomes along with the adjacent single-family parcel has <br />F a designation of Medium Density Residential. <br />F 5.4 Zoning in the area includes a mix of R3A (Multi-Family Residence District, Three to <br />F Twenty-Four Units) and Midland Grove Condominiums, PUD (Planned Unit <br />F Development) at Ferriswood Townhomes, and R-1 (Single Family Residence District) on <br />F the adjacent property and properties south across County Road S. <br />F 5.5 Previously, the applicant submitted a proposal to construct a 4-story, 77-unit senior <br />F housing complex on this site. After a negative recommendation at the February 4, 2009 <br />E Planning Commission meeting, the applicant withdrew the original proposal and <br />E submitted the current proposal, which lowered the height and reduced the number of <br />E units. <br />E 5.6 The General Concept proposal seeks to develop a 3-story, 55-unit active senior living <br />E community with an underground parking garage. The facility would include a variety of <br />E 1, 2, and 3-bedroom units, as well amenities such as community, game, craft, and <br />E exercise rooms, kitchen, library, private dining, office, mailroom, and sitting areas. <br />E 6.O REVIEW OF COMPREHENSIVE PLAN <br />E 6.1 The Roseville Comprehensive Land Use Plan (the future development guide for property <br />E in Roseville) designates the subject parcel as LR, Low Density Residential. During the <br />� 2008 Comprehensive Plan Update process there was no mention or discussion on this <br />- property.
