Department Approval <br />� <br />� t ���- <br />��M f <br />Item Description: <br />BACKGROUND <br />l�'�, <br />Jy <br />REQUEST FOR COUNCIL ACTION <br />Date: 06-15-2009 <br />Item No.: 13.a <br />City Manager Approval <br />� / <br />Update to City Council on Code Enforcement actions taken to resolve <br />current public nuisance violations at various Twin Lakes properties. <br />At the March 30, 2009 City Council meeting the Council directed staff to inspect the Twin Lakes <br />redevelopment area and act upon any public nuisances observed. Staff inspected the Twin Lakes area in <br />early April and observed certain violations. A majority of the violations regarded unsecured vacant <br />buildings and graffiti on the same buildings. On May 11, 2009, staff presented an update on the status <br />of property owner's corrections to the violations. <br />At the May l lth meeting, staff noted that Roseville, Properties owners of several properties within Twin <br />Lakes, had indicated that they were planning on demolishing buildings that contained graffiti. Staff <br />recommended that the City hold off taking any further action on the property owned by Roseville <br />Properties for a period of 60-90 days in order to allow Roseville Properties time to tear down the <br />buildings. The City Council instructed staff to continue to work with the property owner and report <br />back at the June 15, 2009 City Council meeting. Since the May l lth meeting, Roseville Properties has <br />been getting quotes for the tear down of buildings at 2660 Cleveland, and 1947 County Road C. <br />Staff will provide the City Council with a verbal update on the status of the remaining code <br />enforcement items at the June 15th meeting. <br />POLICY OBJECTIVE <br />The City goals within the Comprehensive Plan are to protect and improve property values (Goa13, 4, <br />and 5; page 6 and, Section 3) and to adhere to performance standards which protect the integrity of the <br />housing units and the neighborhood (Policy 6, page 8, Section 3). <br />FnvaNCiaL IlviracTs <br />The cost of abatements, if utilized, are collected from the affected property owners. In the short term, <br />costs of abatements on commercial properties are paid out of the Community Development Department <br />budget. Each property owner is then billed for actual and administrative costs. If charges are not paid, <br />staff recovers costs as specified in Section 407.07B. <br />STAFF RECOMMENDATION <br />Will be provided at the June 15, 2009 City Council meeting. <br />Page 1 of 2 <br />
