City of Roseville, Minnesota <br />Section E Relocation <br />The City accepts its responsibility for providing for relocation, if and when applicable, pursuant to <br />Minnesota Statutes and federal law. <br />Section F Development Program <br />1. Statement of Objectives. The Council originally determined, and its determinations are <br />hereby reaffirmed, that the establishment of the Project Area and the adoption of the Program will <br />provide the City with the ability to achieve certain public purpose goals not otherwise obtainable in the <br />foreseeable future without City intervention in the normal development or redevelopment process. <br />These public purpose goals include: (1) restoration and improvement of the tax base and tax revenue <br />generating capacity of the Project Area; (2) increased employment opportunities; (3) realization of <br />comprehensive planning goals; (4) removal of blighted conditions and environmental contamination; (5) <br />preservation and enhancement of the natural environment of the community and implementation of the <br />Natural Resource Management Plan dated June, 2002; and, (6) revitalization of the property within the <br />Project Area to create an attractive, comfortable, convenient and efficient area for housing, industrial, <br />commercial, and related uses. <br />The Program objectives for the Project Area include the following: <br />a. Revitalize property to create a safe, attractive, comfortable, convenient and <br />efficient area for residential use. <br />b. Create and reinforce a sense of residential place and security which creates <br />neighborhood cohesiveness through City investment in neighborhood infrastructure and public <br />improvements, including landscaping, park improvements, local street modifications to reduce traffic <br />impacts, street construction or repaving, curb and gutter construction or replacement and streetlight <br />installation or updating. <br />c. Encourage infill development and redevelopment that is compatible in use and <br />scale with surrounding neighborhoods. <br />d. Rehabilitate existing housing stock and preserve existing residential <br />neighborhoods wherever possible. <br />e. Demolish and reconstruct, where necessary, aging residential buildings to <br />preserve neighborhoods. <br />f. Provide a link between seniors moving out of existing single family homes and <br />young families seeking first time purchase options. <br />g. Develop and promote housing programs that encourage the retention and <br />attraction of young families with children. <br />h. Provide alternate housing for seniors to enable them to remain a vital part of <br />the community. <br />SPRINGSTED Page 5 <br />
