<br />DEVELOPMENT PROGRAM FOR
<br />DEVELOPMENT DISTRICT N0.1
<br />AS OF JUNE 15, 2009
<br />The City of Roseville adopted a Development Program and created Development District No. 1 on
<br />October 13, 1982. At that time, Tax Increment Financing Districts No. 1 and No. 2 were also created
<br />within Development District No. 1 and Tax Increment Financing Plans were adopted. Subsequent to
<br />the initial tax increment financing activity in 1982 and continuing through 2005, Tax Increment
<br />Financing Districts Nos. 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, Hazardous Substance
<br />Subdistrict No. 11A, and Hazardous Substance Subdistrict No. 17A were created within Development
<br />District No. 1 and the appropriate Tax Increment Financing Plans were adopted and added to the
<br />Development Program. Additional tax increment financing activity within Development District No. 1
<br />from 1995 through 2005 included the decertification of Tax Increment Financing Districts Nos. 2, 3, 4,
<br />5, 6, 7, 8, 9, 14, and 15 and various modifications to the Development Program and the Tax Increment
<br />Financing Plans for the remaining Tax Increment Financing Districts Nos. 1, 10, 11, 12, 13, 16, and 17.
<br />All previous modifications and amendments to the Development Program and Tax Increment Financing
<br />Plans are hereby incorporated into this Restated Development Program.
<br />This June 15, 2009 modification to the Development Program includes:
<br />(1) the creation of Tax Increment Financing District No. 18 within Development District No. 1 and
<br />the adoption and addition of its Tax Increment Financing Plan to the Development Program;
<br />Attached to this Restated Development Program is Exhibit I-B, "Municipal Action Taken", which
<br />summarizes the City's tax increment activities within Development District No. 1 and its various Tax
<br />Increment Financing Districts. Also included is the following definitional section for reference and
<br />convenience. Please note that these terms shall, for purposes of this Restated Development Program,
<br />have the meanings herein specified, unless the context otherwise specifically requires:
<br />"C�' means the City of Roseville, Minnesota, a municipal corporation and political subdivision
<br />of the State of Minnesota.
<br />"Comprehensive Plan" means the City's comprehensive plan which contains the objectives,
<br />policies, standards and programs to guide public and private land use, development, redevelopment
<br />and preservation for all lands and water within the City.
<br />"Council" means the City Council of the City.
<br />"Countv" means the County of Ramsey, Minnesota.
