City of Roseville, Minnesota <br />Section A Statement and Finding of Public Purpose <br />The Council of the City has determined that there was, and hereby reaffirms that there continues to be, <br />a need for the City to take certain actions designed to encourage and facilitate the private sector to (1) <br />recreate and reinforce a sense of residential place and security to create neighborhood cohesiveness <br />through investment in neighborhood infrastructure and public improvements; (2) rehabilitate the <br />existing housing stock and preserve existing residential neighborhoods wherever possible; (3) revitalize <br />property to create a safe, attractive, comfortable, convenient and efficient area for residential use; (4) <br />develop and redevelop underutilized, blighted, contaminated and unused land located within its <br />corporate limits; (5) improve the tax base of the City, the County and the School District, thereby <br />enabling them to better utilize existing public facilities and provide needed public services; (6) improve <br />the general economy of the City, the County and the State; and, (7) provide additional employment <br />opportunities for residents of the City and the surrounding area. Specifically, the City has determined <br />and reaffirms that there is property within the City that is unused due to a variety of factors, including <br />fragmented ownership, contamination or blighted improvements, which have resulted in a lack of <br />private investment. Further, it was found and is reaffirmed that there are certain underutilized parcels of <br />property within the City which are potentially more useful, productive and valuable than are being <br />realized under existing conditions. As a result, the property is not providing adequate employment <br />opportunities or living environments and is not contributing to the tax base and general economy of the <br />City, the County, the School District and the State to its full potential. <br />Therefore, the Council has determined and hereby reaffirms that it is necessary to exercise its authority <br />to develop, implement and finance a Program for improving the Project Area to (1) recreate and <br />reinforce a sense of residential place and security to create neighborhood cohesiveness through <br />investment in neighborhood infrastructure and public improvements; (2) rehabilitate the existing <br />housing stock and preserve existing residential neighborhoods wherever possible; (3) revitalize <br />property to create a safe, attractive, comfortable, convenient and efficient area for residential use; (4) <br />facilitate clean up of contaminated properties; (5) improve and maintain the natural environment; (6) <br />provide an impetus for private development and redevelopment; (7) maintain and increase <br />employment; (8) utilize, enhance and supplement existing potential; and, (9) facilitate other activities as <br />outlined in Section I, Subsection F.1. of the Program. <br />The Council has also determined and hereby reaffirms (1) that the proposed development or <br />redevelopment would not occur solely through private investment in the foreseeable future; (2) that the <br />Tax Increment Plans proposed herein are consistent with the Program; (3) that the Tax Increment <br />Plans would afford maximum opportunity, consistent with the sound needs of the City as a whole, for <br />the development or redevelopment of the Project Area by private enterprise; and (4) that the Program <br />conforms to the Comprehensive Plan of the City. <br />The Council has further determined and hereby reaffirms that the welfare of the City, School District, <br />County and State requires active promotion, attraction, encouragement and development of <br />economically sound housing, industry and commerce to carry out its stated public purpose <br />objectives. <br />SPRINGSTED Page 3 <br />
