Attachment B EXTRACT OF MINUTES OF A MEETING OF THE CITY OF ROSEVILLE Pursuant to due call and notice thereof, a regular meeting of the City of Roseville, County of Ramsey, Minnesota, was duly called and held at the City Hall on Monday, the 27th day of July 2009 at 6:00 p.m. The following members were present:; and the following were absent: . Councilmember introduced the following resolution and moved its adoption: RESOLUTION NO. XXXXX RESOLUTION OF APPLICANT FOR THE TWIN LAKES PROJECT BE IT RESOLVED that the City of Roseville acts as the legal sponsor for the Twin Lakes proj ect contained in the Redevelopment Grant Program to be submitted on August 3, 2009, and that Mayor and City Manager are hereby authorized to apply to the Department of Employment and Economic Development for funding of this project on behalf of the City of Roseville. BE IT FURTHER RESOLVED that the City of Roseville has the legal authority to apply for financial assistance, and the institutional, managerial, and financial capability to ensure adequate project administration. BE IT FURTHER RESOLVED that the sources and amounts of the local match identified in the application are committed to the proj ect identified. BE IT FURTHER RESOLVED that the City of Roseville has not violated any Federal, State or local laws pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest or other unlawful or corrupt practice. BE IT FURTHER RESOLVED that upon approval of its application by the state, The City of Roseville may enter into an agreement with the State of Minnesota for the above referenced proj ect, and that City of Roseville certifies that it will comply with all applicable laws and regulation as stated in all contract agreements. NOW, THEREFORE BE IT RESOLVED that the Mayor and City Manager are hereby authorized to execute such agreements as are necessary to implement the proj ect on behalf of the applicant. Page 1 of 3
