Compost Ordinan... <br />One of the concerns Professor Rosen raised at the June 8 council <br />meeting <br />was that the proposed new composting ordinance is too restrictive <br />because it makes it illegal to have a compost pile that is not in a <br />container (even though many people compost successfully and <br />appropriately without using containers). I just learned that the Falcon <br />Heights composting ordinance allows either compost containers or <br />"composting areas" of the same dimensions. This seems like a reasonable <br />way to regulate compost piles without making them illegal. <br />I drafted an amendment to the pertinent sections of the proposed <br />ordinance that follows the Falcon Heights approach. I have discussed the <br />amendment with Professor Rosen, and he says it would address his <br />concerns about prohibiting composting without a container. <br />A copy of the amendment is attached, along with a copy of the Falcon <br />Heights ordinances, with composting references highlighted. <br />I would like to discuss and propose this amendment when we consider the <br />ordinance Monday night. <br />Thanks in advance for your consideration, <br />Amy <br />1 <br />
