l�'�, <br />Jy <br />REQUEST FOR COUNCIL ACTION <br />Date: 8/10/09 <br />Item No.: 7.k <br />DepartmPnt Approvalb Acting City Manager Approval <br />� .�: �� <br />�� <br />Item Description: Declaration of costs for projects to be assessed in 2009 and ordering <br />preparation of assessment rolls <br />BACKGROUND <br />Per city assessment policy and state statute, the City holds public hearings to consider <br />assessments for completed street reconstruction projects. This year's assessment proceeding is <br />for City Project P-07-02: 2007 PMP, Neighborhood 10 Reconstruction. This project was <br />constructed in 2008 and scheduled to be assessed in 2009. It is recommended that the <br />assessment hearing be held at the regularly scheduled council meeting on September 21, 2009. <br />The first step in the assessment process is consideration of a resolution declaring costs to be <br />assessed and ordering preparation of assessment rolls. Assessment rolls are prepared a year after <br />the project is completed to ensure that all costs for the project including construction, legal and <br />engineering are included in calculating the final assessment rate. <br />POLICY OBJECTIVE <br />It is the City's policy to assess a portion of street reconstruction costs. The City follows the <br />requirements of Chapter 429 of state statute for the assessment process. Once the assessment roll <br />is adopted, the City allows for a 30-day pre-payment period. Following the pre-payment period, <br />assessment rolls are certified to Ramsey County for collection. The City will have the rolls <br />certified by early November in order to allow the County enough time to add the assessments to <br />property t�es. <br />FINANCIAL IMPACTS <br />Attachment A is a Project Financing Summary detailing the feasibility report and actual project <br />costs for this improvement. This project was financed using assessments, utility funds, and <br />street infrastructure funds. <br />The proposed final assessment roll will be prepared in accordance with Roseville's assessment <br />policy and as outlined in the project feasibility report. A detailed assessment roll will be <br />presented at the assessment hearing for this project. <br />STAFF RECOMMENDATION <br />Staff recommends that the City Council approve the attached resolution declaring costs for City <br />Project 07-02 to be assessed and ordering preparation of the proposed assessment roll. <br />The 2009 assessment process is suggested to proceed according to the following schedule: <br />Page 1 of 2 <br />
