EXTRACT OF MINUTES OF MEETING <br />OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City <br />of Roseville, County of Ramsey, Minnesota was duly held on the 13th day of July, 2009, <br />at 6:00 p.m. <br />The following members were present: Pust, Roe, Ihlan, Johnson, and Klausing. <br />and the following were absent: None. <br />Member Klausing introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 10734 <br />APPROVING A MODIFICATION TO THE DEVELOPMENT PROGRAM <br />FOR MUNICIPAL DEVELOPMENT DISTRICT NO. 1 AND <br />ESTABLISHING TAX INCREMENT FINANCING <br />(HOUSING) DISTRICT NO. 18 (HAR MAR APARTMENTS PROJECT) <br />WITHIN DEVELOPMENT DISTRICT NO. 1 AND APPROVING THE <br />TAX INCREMENT FINANCING PLAN THEREFOR <br />WHEREAS: There is a proposal that the City of Roseville, Minnesota (the "City") <br />modify the Development Program for Municipal Development District No. 1 <br />("Development District No. 1 ") and establish Tax Increment Financing (Housing) <br />District No. 18 (Har Mar Apartments Project) therein ("TIF District No. 18") and <br />approve and accept the proposed Tax Increment Financing Plan for TIF District No. 18 <br />under the provisions of Minnesota Statutes, Sections 469.174 to 469.179 (the "Act"); and <br />WHEREAS: The City Council has investigated the facts and has caused to be prepared <br />a modification to the development program for Development District No. 1 (the <br />"Development Program"), and has caused to be prepared a proposed tax increment <br />financing plan for TIF District No. 18 (the "TIF Plan"); and <br />WHEREAS: The City has performed all actions required by law to be performed prior <br />to the approval of the Plan, and including, but not limited to, notification of Ramsey <br />County and Independent School District No. 623 having taxing jurisdiction over the <br />property to be included in TIF District No. 18 and the holding of a public hearing upon <br />published and mailed notice as required by law; and <br />NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City <br />of Roseville as follows: <br />
