4.O BACKGROUND AND PROPOSAL SUMMARY <br />� 4.1 On September 15, 2008, the City Council approved a Planned Unit Development (PUD) <br />� for a 95-unit senior cooperative residential project on the current subject properties in <br />� conjunction with a plat which created three lots. Minutes from this City Council meeting <br />� are included with this report as Attachment C. The approved plat created Lot 1 Slock 1 <br />_ (shown in red) to accommodate the approved cooperative residence, Lot 2 Slock 1 <br />_ (shown in blue) for a proposed assisted living facility on adjacent parcels to the south <br />_ along Cleveland Avenue, and dedicated City right-of-way — the third lot (shown in grey) <br />_ — for a new public road serving the cooperative development and Langton Lake Park; the <br />_ approved plat is included with this staff report among the other approved plans as <br />_ Attachment D. <br />_ 4.2 The applicant's narrative (included with this staff report as Attachment E) explains that <br />_ the proposed PUD AMENDMENT is intended to allow the development of the senior <br />_ cooperative residence in phases in light of heightened pre-sale requirements for HUD- <br />_ backed mortgages. Phase I would entail the construction of a building containing <br />� approximately half of the approved 95 residential units in addition to all of the common <br />� areas, and Phase II would essentially be the addition of the remaining units if and when <br />� market demand indicates support for those units. Schematic site and elevation drawings <br />� and for the proposed Phase I are included with this staff report as Attachment F. <br />� 4.3 The narrative also explains that the proposed PxELiMiNAxY PLAT, which is included with <br />� this staff report as Attachment G, is necessary to allow United Properties to hold (for the <br />� potential future development of Phase II) the undeveloped portion of the cooperative <br />� residence site after the first phase has been completed and sold to the residents. <br />4 5.O DEVELOPER OPEN HOUSE <br />� United Properties held the required open house meeting on June 17, 2009; one person <br />F attended the meeting and expressed some concerns about adequately buffering the <br />F residences along the south side of Srenner Avenue from the new "Langton Lake Drive" <br />F and relocating the resident wildlife, as well as inquiring about the anticipated <br />F construction schedule. A written summary of the open house is included with this staff <br />report as Attachment H. <br />6.O STAFF COMMENTS <br />F 6.1 The applicant is requesting this PUD AMENDMENT to allow a phased project construction. <br />F If and when approval is given to phase the project, United Properties will be able to get <br />F the final commitments from prospective buyers; until that time, they won't know exactly <br />F how many units can be built in Phase I. For instance, United Properties might discover <br />E that they have enough commitments to support building 55 units in the first phase, or <br />E they might find that only 45 units can be built. This uncertainty doesn't pose any <br />E problems for the PUD AMENDMENT, however, because from a land use perspective, <br />E Phase I could contain any number of dwelling units so long as the building takes shape in <br />E a way that is consistent with the previously-approved PUD. The present inability to <br />E specify the number of units in Phase I means that the plans reviewed with this application <br />F are illustrative of the first phase of construction but may not precisely accurate; Planning <br />Division staff believes that the PUD AMENDMENT may nevertheless be approved with the <br />PF07-006 RCA 081709.doc <br />Page 2 of 6 <br />
