The group reviewed data, heard from codes, building, police and fire staff as <br />L�� well as reviewed other ordinances and their effectiveness. Over the course of their <br />L� meetings, the group agreed that the following were the key issues regarding rental <br />�� housing and housing codes in general. <br />9� <br />��i <br />�9 <br />��� <br />�3 <br />�� <br />�� <br />�6 <br />�r <br />�� <br />Lack of accurate data on rental properties <br />Staff lack of authority to enter properties suspected of overcrowding <br />Protracted process for resolving complaints <br />Too many cars and lack of adequate parking <br />�pact of implementation of the new Property Maintenance Ordinance <br />].� Based upon the knowledge and observation regarding existing codes and issues <br />associated with rental housing, the Citizen Advisory Group, supported by the HRA, <br />recommended the drafting and adoption of a Rental RegistrationProgram as one method <br />to address the City's growing rental housing issues. <br />�� �.� SUMMARY OF DRAFT RENTAL REGISTRATION ORDINANCE <br />�?1 �� 1 Staff inet with the City Attorney, Jay Scott, to draft an ordinance (as attached) that would <br />3 L require some of the following based upon the recommendation of the CAG and the <br />��� RHRA. <br />:� .� a. All rental property with 1 to 4 units in the City would be required to apply for a <br />�� rental registration within 60 days following the effective date for adoption of the <br />� � ordinance. <br />;�� b. The registration would collect the following: <br />�? <br />�� <br />�� <br />�r;� <br />�L <br />rl Y <br />1. Name, address and phone number of the properiy owner and, if owner is not a natural <br />person, the name, address and phone number of a designated agent for the owner <br />2. The name, phone number, and address of any person authorized to make or order <br />made repairs or services for the properiy, if in violation of City or State Codes, if the <br />person is different than the owner. <br />3.
