Property owners shall cooperate in the execution o f all <br />administrative warrants c�' court orders, including providing access cmd entry to rented premises where <br />directed to do so. An authorized representative o f the property owner shall be present on the premises <br />during inspections; however, failure of a property owner to comply with this requirement shall not <br />deprive the City ofthe authorityto inspect. <br />Failure ofa property owner to obey any ofthe requirements of this subdivision shall subject the property <br />owner to suspension �^ revocationofthe rental regist�^ation, in addition to other remedies andlor penalties <br />provided by law. Any such suspension or revocation shall continue until the inspection sought, based <br />upon written credible complaint, has been completed, any violations satisfactorilyremedied, c�' any <br />outstanding fees �^ penalties have been paid. <br />Section 907.18. Applicable Laws. Residential Rental Property shall be subject to all applicable rules, <br />standards, statutes cmd ordinances governing use, maintenance, c�' occupancy of the dwelling or <br />dwelling unit; cmd this Section shall not be const�^ued or interpreted to supersede any other such applicable <br />rules, standards, statutes �^ ordinances. <br />Section 907.19. Tenant Requested Inspection. A tenant may at any time request an inspection ofthe <br />rental property in which ke/s�e currently resides i f the request relates to a health c�' safety issue. A fee <br />for such inspection shall be imposed on the tenant only i f the City finds that the request was made in bad <br />faith. <br />�ection 907.20. Notice to Tenant. The owner, �^ its agent, must provide each tenant with a resident <br />maintenanee handbook provided by the City c�' tenantrights c�'responsibilities handbook provided by <br />the AttorneyGeneral's office. <br />Section 907.21. Rules, Policies and Procedures. The City Council may adopt from time to time, by <br />resolution, rules, policies c�' procedures for the implementation of�this section. Violation of�any such <br />rule, policy �^ procedure by a property owner shall be considered a violation ofthis ordinance. <br />Section 907.22. Standards. All rental property will be required to meet the standards set forth in <br />Roseville City Code Section 906, Property Maintenance, c�' Section 407, Nuisances, in order to obtain <br />and/or maintain a p�^oper registration pursuant to this ordinance. <br />Section 907.23. Minimum Fire Protection Standards. No person may let to another foroccupancy any <br />dwelling or dwelling unit which does not comply with the applicable provisions of the Fire Prevention <br />Code. Rental dwelling units must be provided with a smoke detector on each level of the dwelling unit <br />c�' within each bedroom. Smoke detectors improperly located or mounted may be required to be <br />relocated or remounted. <br />Section 907.24. No warranty by the City. By enacting cmd undertaking to enforce this ordinance cmd <br />the International Property Maintenance Code, neither the City, its designee, the City Council, the HRA, <br />its Board of Directors, or their officers, agents or employees warrant or guarantee the safety, fitness or <br />suitability of any dwelling in the City. Owners or occupants should take whatever steps they deem <br />appropriate to protect their interests, health, safetyc�' welfare. A warning in substantiallythe foregoing <br />language shall be printed on the face o fthe rental regist�^ation. <br />
