It maximizes the reach of police servi ces though remote monitoring of <br />select sites and installation of WiFi emergency phones in parks and on trail ways. It could <br />dramatically boost the speed and reliability of any future public safety wireless network <br />by providing fiber backhaul. <br />If connectivity and capacity were available, Mounds View would like to use <br />videoconferencing for criminal arraignment. Currently criminals are transported <br />downtown for arraignment, but if videoconfei-encingwere available it might eliminate the <br />need to transport prisoners. <br />Capacity needs peak during emergencies as the needs to share and distribute information <br />in a fas�: and secure manner increase. During a regional emergency, distribution of <br />information can be managed and shared seaa�.essly among jurisdictions through <br />programs such as We6EOC. In addition, New $�gh�on is ti�e Backup EOC site for the <br />State of Minnesota. Additional connectivity can be used to enable videoconferencing and <br />transfers of large data from the State databases to New Br�ghto� during an emergency. <br />Sclaools: Schools need to maximize scarce resources by sharing technology. A move <br />toward centralized or shared sezvzces/zz�anagezx�ent system maximizes efficiency and <br />minimizes the cost of resources to support and distribute applications. Through an <br />expansion of high-speed high-capacity connectivity to schools, the sharing of <br />professional development and distance-leaning programs are possible. The connectivity <br />can be extended beyond current NSCC franchise boundaries to ensure that all schools are <br />served. This is important because education is moving more and more toward a <br />technology-based cumculum and broadening the learning base from textbooks to online <br />programs and other uses of the web. <br />Library: The �braa�iea desire the capability to provide 21s` Century applications to <br />patrons. E-books, video on demand, audio book downloads, and access to Internet-based <br />databases are critical needs. The Ramsey County Library wants to expand Internet access <br />for the underserved and to distribute applications and updates to roaming laptops. They <br />envision providing Internet training on roaming la�tops and report that there is no <br />shortage of applications given the bandwidth and connectivity they desire. <br />Municipalities: The NSCC cities" expressed a desire to expand connectivity beyond <br />areas currently served by the NGN, including golf courses, parks, meeting facilities, and <br />other government facilities. Connectivity enables videoconferencing and Vo�P services <br />and the ability to roll out V�iFi hotspots. It permits aggregated Internet bandwidth for e- <br />government services and web hosting. Jurisdictions can share software programs that <br />enable services such as online Request for Service, utility payment, meeting room and <br />park reservation, and web streaming of government meetings.
