This analysis was conducted to determine if any signalization is warranted at this time on <br />�'airview Avenue and how would it be beneficial to neighborhood access. Staff contracted the <br />intersection evaluation to SRF Consulting Group. Traffic counts were performed by Ramsey <br />County staff and provided to SRF. This study is now complete and provided to you as an <br />attachment to this action. <br />The study looked at three alternatives. They are a 3-way intersection with a signal at west <br />Oakcrest and Fairview intersection, a 4-way offset intersection with both the east and west legs <br />of Oakerest. included, and the third comparing to the existing configurationwith stop conditions <br />on bakcrest Avenue. <br />The results indicate that a signal is not warranted at this time based on the observed delay times. <br />The study did indicate that with the addition of signals in either of the two configurations that the <br />intersectionswould operate at acceptable levels of service. The main benefit provided at this time <br />would be to safe exit from the James Addition neighborhood. The study did indicate that some <br />signalization may be warranted under 2030 traffic conditions. <br />Staff will be prepared to discuss the report further at the study meeting. We anticipate that <br />M�ot will be preparing to close the median on Snelling Avenue at Oaker�st if no additional <br />action regarding access improvements is imminent. <br />RECOMIV�NDED COUNCIL ACTION: <br />Provide direction to staff regarding any additional review or action on the James Addition access <br />issue. <br />Prepared by: Duane Schwartz <br />
