I� appears in <br />Iate 2006, Waodbury impased a PILOT agreement on Globe Coll�ge as part o�the <br />develapme�t c�f the school in the Tamarack Vil�age develapmen�. Earlier �his year, it also <br />ap�ears Waad�uxy imposed a PILOT agreement on a�enior care eenter in the coniext oi' a laand <br />�se approval proc�ss. <br />Fa�con �Ieights also appears to ha�ve had a PILOT agreemeni with TIES for a periad of <br />time. TIES is a tax-exempt �ntity that purchased Iand ian the Fa�can Heights a nurnb�r of years <br />ago. I�awever, recent minutes of the Falcon Heights City Cauncil suggest that T�ES <br />u�ilafiexally deterrr�ined na� to cantinue with the agx'eernent, suggesiing is was more of a good <br />zaeighbor agreernent, rather tha� a can�actual one. <br />In shori, aa�d in summary, we bclieve the City has at leas� a Iegi�imate �atianale �or <br />suggesting to Northwestern Colleg� that th�y must sit down with the Ci�y a�d endeav�o:r to <br />reach agreeme�.� on the term� of a PILOT. As s�ated abave, we reconn�ae�d �ha� such a <br />condiiion be siated gene�zcaily a� a condition of PUD approval. If an agreement is reached as a <br />result a�' discussions �etween staff and �he College, ifi will be i�arought back to fhe Council for <br />apparova�.
