Mr. Sands provided six bench handouts enti- <br />��BC�, "��.t's Wrong with Roseville's Govem�nent?;" an "�T'g��I��- <br />tional Chari o#' Rosevzlle," wi�h personal comments "�n Theory;" <br />"Roseviile's Real Organzza��onal Char�;" an.d camments that ther� was <br />no �oom far citizens to be involved in the�x govenament under �his <br />scenario; "Forms o£ Czty Government in Minnesota," "Ghanging from <br />One Plan io Anoiher;" and "C1ass B" by Popul�tion" cities in Minne- <br />sota.
