Exhibit A Scope of Services E�ibit A outlines a Scope of Services which as a part of the Consultant Services Agreement constitutes an agreement between the City of RosevillE, hereinafter referred to as the CLIENT, and 1'-Tais2ngt€�� Koegler Group Inc., hereinafter referred to as the CONSULTANT for professional planning services for the Comprehensive Plan Update, hereinafter referred to as the PROJECT. The CLIENT and CONSULTANT agree as setforthbelow: A. BASIC SERVICES The CONSULTANT'S basic services for the PROJECT are divided into two phases. Phase 1 consists of the task described below: Task 1— Organize the Planning Process l.l Prepare project handbook HKGi will prepare a"project handbook" for use by the Steering Co�mitle� and staf£ The project handbook will be in a 3-ring binder. It will serve as an ongoing reference document for the planning process. Initially, the handout will contain contactinformation for the consultingteam, workprogram, proj ect schedule, base n�aps, the existing Comprehensive Plan with a new land use plan showing all amendments, Metropolitan Council system statement for Roseville, Census profile, latest community survey and selected portions of State Law related to pianning. Subsequent inforrrzatio�a� materials prepared by the consulting team will be designed to be included in the project handbook. 1.2 Evaluate the current plan As part of the efforts to understand the aspects of the e�sting Comprehensive Plan that need to be updated and enhanced, HKGi will prepare a Comprehensive Plan "audit" to he completed by policy makers and staf£ The audit will be in a survey format that e�plores the strengths and weaknesses of the current Plan. The purpose of the Comprehensive Plan audit will be to: • Understand the characteristics of the Plan that have made it a useful tool. � Determine the elements of the Plan that have not work as well as e�pected. • Identify plan elements and policies that continue to be relevant and effective. b Obtain guidance on desired changes to the Plan. As part of this task, HKGi will assess the Plan's consistency with regional policies as established through the Metropolitan Council's 2030 Regional DevelopmentFramework and subsequentsystem plans. 1.3 Conduct "t�iek off day" HKGi will design and conduct an intensive all-day working session in Roseville to "kick �i�'} the Project. The purpose of this task is to undertake as many start-up activities as possible in a single day. This approachhelps to getthe planningprocess off to an effective startand to accelerate the consultingteam process of understanding Roseville.
