Selection of Consultant — Select Comprehensive Plan Consultant, <br />Authorize Negotiation of a Contract, and Approve a Steering <br />Committee <br />Mr. Darrow briefly reviewed the request for the City Council to select <br />a consulting team to undertake the 2008 Comprehensive Plan Update, <br />following the City Council's earlier interviews of the top three (3) <br />firms. Those firms were: <br />■ Bonestroo, Professional consulting Services <br />■ Hoisington Kiegler Group, Incorporated <br />■ SRF Consulting Group, Incorporated <br />Discussion included whether the proposal costs included printing of <br />the final document, confirmed by staff to not be included in cost pro- <br />jections; and qualities of each firm. <br />Councilmember Kough opined that he liked a11 three firms, noting that <br />each had a different cost and questioned the finality of that cost. <br />Mr. Darrow advised that once the City Council selected a finalist, <br />staff would negotiate with the firm on the scope and total contract <br />amount; with staff returning to the City Council for final approval of <br />that scope and a not to exceed contract amount at the September 10, <br />2007'meeting. <br />Mayor Klausing sought additional individual Councilmember com- <br />ment and impression along with that of City Manager Malinen prior to <br />a motion. <br />Councilmember Roe opined that a11 three appeared strong, and con- <br />curred with staff s recommendation of the top two (2) firms. <br />Councilmember Ihlan concurred with staff recommendation as well <br />and opined that the place to start may be proposed cost noting that the <br />HKGI firm's price was the lowest.
