DRAFT Minutes of 8/27/07 <br />Re�u�ar City Council Meeting <br />Page 29 <br />i <br />� City Attorney Anderson clarified that the Comprehensive Plan he had <br />:� reviewed and that submitted to and accepted by the Metropolitan <br />� Council included all the maps as referencedin the appendix. <br />,� <br />�� <br />� <br />� <br />� <br />1� <br />11 <br />l2 <br />] ;� <br />14 <br />1� <br />1� <br />1 '� <br />1� <br />1 S� <br />�� <br />�� <br />�� <br />�;� <br />�4 <br />2� <br />�� <br />�7 <br />�� <br />�� <br />�� <br />�� <br />;�� <br />3ti`� <br />3� <br />3� <br />Mr. Sands reviewed his written comments in detail; and proceeded to <br />discuss policy issues related to the P�CJDIB-6 Comprehensive Plan <br />Designation. <br />Mayor Klausing asked Mr. Sands to focus on the issue currently be- <br />fore the City Council, whether the AUAR Update was compete and <br />accurate and whether the City Council should authorize its distribu- <br />tion to the commenting agencies for a 20-day public comment and <br />agency review period. <br />Considerable further discussion ensued. <br />Councilmember Ihlan spoke in support of Mr. Sands' assertions; and <br />opined that the draft AUAR was not accurate and complete, providing <br />rationale for her opinion: disputing retail designation and consistency <br />with the Comprehensive Plan (Chart on page 9) and existing service <br />uses; need to include public comment and environmental concerns <br />(i.�., discussion of TCE contamination; Phase �� documents included <br />andlor referenced in the document); no discussion on comments from <br />the DNR; no inclusion of Twin Lakes litigation comments on existing <br />wildlife habitat and no identification of scenic views or water quality <br />monitoring for Langton Lake; no inclusion of mitigation strategies for <br />traffic; and or no provision for one scenario with no retail. <br />Mayor Klausing opined that the whole purpose of the AUAR was to <br />plan for the worst; to determine what can and cannot be mitigated; and <br />to have the worst case scenario information available for future deci- <br />sion-making, and noted that retail presented the largest impact to the <br />service mix. <br />3� Public Comment <br />:�� Dick Houck,1133 lioselar�vn Avenue <br />��� Mr. Houck clarified that he was not opposed to development of this <br />:��? property; however, noted that he wanted to see it developed as he per- <br />
