Councilmember-Initiated Items for Future Meetings a. Councilmember Ihlan expressed grave concern that there had yet again been no discussion on the proposed budget and the next meeting on September 10, 2007, would require action on a not-to-exceed pre- liminary tax levy. Councilmember Ihlan opined that the City Council needed to clear the entire agenda on September �� to deal with only the 2008 budget and expressed �'ustrat�on that there had not been more substantive discussion on the budget to this point. Council- member Ihlan further opined that the City needed to control their meeting agenda and needed to postpone Northwestern College discus- sion for a future meeting. �� Discussion included limiting discussion and repetition on land use is- �� sues; and public notification of agenda items in advance, and ultimate ] �� removal. �� �� �2 �3 �� �.5 �� �7 �� �� �� �1 �2 33 �� Ihlan moved that the only substantive item for the September 10,2007 regular Council agenda be the 2008 Budget and Preliminary Levy. Councilmember Kough suggested that the Budget discussion be the first item of business. Councilmember Roe suggested that the September 10, 2007 meeting allocate 1-112 hours to discuss the Northwestern College PUD Amendment, and �-�l� hours for the 2008 Budget and Preliminary Levy as a tentative agenda. City Attorney Anderson clarified that the City Council was not legally required to deal with the Northwestern College PUD at their next meeting. �� �� Councilmember Ihlan opined that there were many substantive rea- :�� sons to continue or extend the Northwestern College PUD, which she �� would have addressed tonight if the item had not been removed from �� the agenda.
