The District had a purchase agreement in place with a <br />developer who had received Concept Planned Unit Development approval from the City to <br />construct eleven single-family homes on the 3.3-acre site. Two of these homes were planned <br />as affordable housing units. <br />22 The District received a$613,816 grant award from DEED and a$50,000 grant �'atn Ramsey <br />County The District did not receive an award from the Metropolitan Council. Cleanup costs <br />were estimated at appro�mately $1.9 million, leaving a sub stantial funding gap. <br />23 Despite significanteffort by the District, it has been unable to find sufficient additional <br />sources of funding to make the development a reality, and it has determined that it is not <br />financially feasible to take on a redevelopment proj ect of this magnitude on its limited <br />budget. <br />2.4 The District has received approval from the Minnesota Pollution Control Agency to mitigate <br />the eizvirozunen�a� contamination at the site through a natural attenuation process and has <br />asked the City to decline the grant funds. <br />3.0 STAFF RECOMMENDATIONS <br />3.1 As these grant funds cannot be transferred to other proj ects within the City, staff <br />recommends that the City Council release the earmark for the Contamination Cleanup and <br />Investigation Grant and the Ramsey CountyEnvironmentalResponseFund Grant. <br />Page 1 of 2 091007—Mounds View School District Grants <br />
