ComprehensivePlan Update. Staff recommends that the City Council approve the scope <br />]� of work and budget in two phases. The first phase will focus on background research, <br />]� process kickoff, and public input. The second phase will be directed towards analysis of <br />9� planning elements, including land use, transportation, parks and recreation, natural <br />I f� resources, and economic development, as well as updating of the plan. <br />]� <br />]� 3,� Staff recommends that the City Council enter into a Phase I contract with HKGi to <br />1� complete Tasks 1— Organize the Planning Process and Task 2— Establish Understanding <br />�t� of Roseville Today for a not-to-exceed budget of $33,937. The purpose of these two tasks <br />�. � is to conduct background research, hold a kick-off ineeting with the Steering Committee <br />�? and City staff, and undertake the first phase of public involvement, and preparation of a <br />�:� conl���unit� profile. This work needs to take place regardless of the how the subsequent <br />�� tasks are finalized. Approving this contract allows the planning process to begin while <br />� 5 also providing staff and the Council time to work through the scope of services for <br />��i subsequent, more substantive, tasks.
