At the public hearings, each individual <br />I R assessment roll was presented and discussed. A separate hearing was held for each <br />I{? improvement, at which time testimony was taken from affected property owners. Owassa Boulevard Reconstruction Proj ect <br />P-06-02 RQae�awn Avenue Reconstruction Project <br />P-06-12 County Road C Reconstruction Proj ect- Phase II <br />The following is a description of each of the objectionsraised on September 24,2007 followed <br />by a staff analysis and recommendation. There were a total of 143 properties proposed to be <br />assessed for these proj ects, we received the following 9 assessment obj ections: <br />P-02-16 Coun�.v Road C ReconstructionProiect- Phase <br />Oral Objection: Tim Krinlce, Roseville Animal Hospital <br />Assessment detail: � 102923220003 � 2630 Snelling Curve � 247.78 �t �$4,430.31 � <br />�� Mr. Krinke has two frontages, one on Snelling Curve and the other on County Road C. <br />3 8 His access to County Road C crosses the railroad track. He questioned the benefit <br />�� received from the reconstruction of County Road C for two reasons. First, the property <br />�� was assessed for the reconstruction of Snelling Curve. Second, since his access to <br />� � County Road C is granted by an agreement with the railroad, he is concerned that the <br />��. railroad could revoke it at any time. <br />�3 <br />�� We researched the assessment history for this property. The previous owner was assessed <br />�� for City Project 96-02-28: Snelling Curve Reconstruction in 1997. This improvement <br />�t; proj ect was completed over 10 years ago. The owner at the time appealed that <br />�� assessment. Staff consulted an appraiser who stated, "the property's value as a <br />�� commercial property is very much dependent on its access to County Road C." If this <br />�9 access were lost the property would more than likely be redeveloped for residential. As a <br />��1 result of this, the City Council adjusted the assessment from a 100% commercial <br />5 I assessment ($13,530.19) to a 25%-residential assessment ($3,383). The assessment <br />
