Roseville Skating Center and City Hall
Feasibility Study September23, 2007
Speed Skating Oval
The only building connected with the speed skating oval is the refrigeration room and the
garage / service shop adjacent to the refrigeration plant room. The building is
approximately 2,860 square feet in area. The building is heated with gas unit heaters
suspended from the ceiling.
Hot water used to resurface the ice on the speed skating oval is heated with a natural
gas water heater.
2.2. City Hall / Public Safety Building
The City Hall and Public Safety Building was constructed in two phases. The original
City Hall was built on two levels of approximately 13,440 square feet per level for a total
of 26,880 square feet. Both floors are used primarily for office space and meeting rooms.
The Public Safety Building was added to the existing building in 2003. The main level
office space totals approximately 20,390 square feet. Approximately 3,490 square feet of
the lower level is used for offices and meeting rooms and 16,900 square feet is used as
a parking garage.
City Hall
The distribution system in the City Hall is designed as a forced air system, with one air
handler for the main floor and one for the lower level. A direct expansion cooling coil is
installed in each air handler.
A variable air volume (VAV) distribution system is designed for each of the air handlers.
The control system is designed to deliver air to the individual zones (offices, meeting
rooms, etc.) at approximately 65°F. Hydronic heating coils located at the VAV boxes in
the zones reheat the air if the temperature in the room drops below the thermostat
heating set point. A natural gas boiler provides hot water to the air reheat coils located at
the VAV boxes.
This design creates a heating demand in some of the building zones during the cooling
season.
Public Safety Building
The Public Safety Building was built in 2003 as an addition to the City Hall. The main
level is used primarily as office space and meeting rooms. Approximately 1,300 square
feet of the main floor allows vehicle access for shipping / receiving etc. Most of the lower
level is used as conditioned vehicle parking space.
The office area mechanical system is very similar to the system in the City Hall. A roof
mounted cooling unit provides 60 tons of cooling capacity. The office area is zoned with
VAV boxes. Air to the individual zones is reheated if necessary to meet the temperature
set point for the zone. The lower level parking area requires significant amounts of
ventilation. This is accomplished with an exhaust fan controlled by a carbon monoxide
sensor.
Geo-Xergy Systems Page 4 of 33
