Revised: December 19,2002 f }�� ?��f �� : The City of Roseville is building an exciting new model for new development within the Twin Lalces Neighborhood. A MEW BUT PROVEN MODEL FOR NEW DEVELOPMENT AND GROWTH The two patterns below are the basis for the five attached checiclists of design principles for Twin Lalces. The appropriate implementation ofthe following design principles within individual developments will ensure that the public realm of the Twin Lalces Neighborhood remains livable, wallcahle, and sustainable for all of its residents, worlcers and customers. The City seeks to collaborate with the private sector in achieving development projects consistent with these principles. Furthennore, the City of Roseville specifically advocates the use of these guidelines, patterns, and development principles within the Twin Lalces Neighborhood. There are several reasons why: Economic Growth through �.iva�iili . The City of Roseville is in an economy that requires cities to compete for a growing creative class of lcnowledgeable worlcers. These worlcers are drawn to places and cities with an excellent quality of urban life in close proximity to pristine natural resources. It is important that Roseville increase the quantity and diversity of living choices so that the City can retain its broad range ofworlcers, expand its tax base and utilize the existing infrastructure to attract new worlcers. In other words — it is important for Roseville to build more quality neighborhoods and living infrastructure to draw and retain quality and professional worlcers. b. Economic Growth through �Vaikabili�. The City of Roseville wishes to expand its existing infrastructure of wal�able residential streets into its new redeveloped commercial and industrial areas. Providing choices for residents, workers, and customers is important— and this will give �:�� neighborhood a choice to wallc more and to support transit services. The ability to wallc from place to place is a wonderful altemative for those that can drive — and it is a liberating activity for those confined to an offics or home during portions of the day. Youths and seniors — both growing and vital populations m the community - prefer neighborhoods and cities that are truly wallcable. The ability to wallc to worlc and use the noon hour for a wallc is an opportunity that should be af°f'orded to as many Roseville worlcers as possible. c. Economic Growth through Sustainabilitv. The City of Roseville wishes to encourage a broad range of new technologies m order to achieve a more sustainable infrastructure of energy, drinlcingwater, surface water managementand sanitary sewer, natural resources, and trafficipavement management. Investing in these technologies now will assist in bringing long-range infrastructure costs down, lowering the maintena��ce burden and reducing the negative impacts on the environment. Efforts to incorporate sustainable development practices may be rated on the LEED (Leadership in Energy and Environmental Design) Rating system which reviews environmentally conscious design choices in six areas: sustainable sites, water efficiency, energy and atmosphere, indoor environmental quality, materials and innovation. Higher LEED scores may lead to additional public assistance resources.
