(SEH) <br />BACKGROUND: <br />5 2.1 � 2002,1he Staff worked wit� Pete�' Musty of the C�areiteCenter to pzepare a series of <br />6 urban desi�n guideli�es for the Twin Lakes area. These g�.idelines pro�ided a desig�� <br />'7 f�a�nework to pro�ote livabiliiy, walkability, a�d sus�ai�ability within this area. Altl�ougl� a <br />S d�ra£� of the guidelines were corr�pleted, t1�ey �ere never adopted by �he Czty Council. As <br />9 there is no� currently a�naster devel4p�r far the Twin Lakes area a�d a z��mber o�' differezat <br />� 0 develapers have e�pressed interes� in various parcels, �aving a s�andard set of design <br />11 �uidelines is c�tzcal to promote the level and quality af design t�e City �nr�isio�s far tl�is <br />12 area. <br />13 2.2 Qn October 3, 2007, �taff brought �he 2002 Desig-� Prir�ciples ta t�ae �'lanning Cammission <br />14 �o diseuss updating this document. Prior to carnzn:enci�g t�iis worlc, the Flanning <br />15 Coz�amission felt.that i� needed direction from tl�e City Council. <br />16 2.3 On Uctpber 15, 2007, staff recoxza�nended to �he City Council that ihey undertake a review nf <br />17 t�e existing guidelines, discuss the�n to the Planning Corn�zssion, znatce amendments to tlae <br />� 8 g�idelines, and hri�g them to the Ciiy Cnunci� for adoption. By consensus, tl�e Ca�z��zcz� <br />19 directed the Pla�niz�g Cominission ta war� with �he City's Coinmunity Develapment <br />20 Depart�e�t staff to revier�r and evaluate design principles that the Pla�a�aing Commissian <br />21 deterrnine� to be valuable to the Twi�� Lakes Redevelopmer�t Az��a. <br />22 2.� On Noverx�ber 7, 2447, In�erim Corr�ir��.u�ity I�evelopznent Dzrector Mike Darrow presented <br />23 the e�isti�g design guidelines to the Planr�zng Commission. During that conversation, the <br />24 Plaru�ing Ca�nmis�ion asked that specific zecommendatior�s ta the len�th and width of <br />25 bloc%s be rerr�oved as this i�for�nation becames too prescriptive for �he guideli��es; a. photo <br />26 �hat depic�ed a�a ��desirabie amount of impervious s�zrface �e elia�inaied; and suggestee� tha� <br />27 corridors should connec� ta all public spaees and not just la�es and parlcs. Overa�l cozn�nents <br />28 re�arding ti�e guidelznes included ii�crea.sing language regarding environme�tal preservation <br />29 and sustainability, a suppariiveness of hu�raan-scale� neighbor�aads, ar�d a desire �o see the <br />30 area sezved by mass transit. <br />31 3.0 <br />STAFF RECOMMEND.ATIONS: <br />32 3.1 Through the Xmagi��e Roseville 2025 process, Roseville residents id�ntified enviraz�ental <br />
