FOR NEW I7VLOPMEVT AND GROWTH
The tvvo patterns below are ike basis for the ve attached checklists of design princiles
for Twin Lakes. —Te apprapriate implementation ofi'the ollovring desit rinciples
wittin zndividal developments will ensure that te public realrn of the Twin Lakes
Neighborhood renains livaile, walable, ad sustainable for all of its residents, workers
and customers. The Czty seeks to collaborate with the privai;e sector in aehievitzg
developmen projects eozszstent with these principes. Furtlermore, tk City af Roseville
specificaly advocates the use of these guideTines, patterns, and development princiIes
within the Twin Lakes Neighborhaad. There are several reasons why:
a. Eeonor►ic Growih through ivabiity. The City of FZoseville is in an econony that xequires
cities to compete %r a growing creat'rve class of owiedgable workers. These workers are
drawn ta places and cities with an excellent quality of urban lii'e in close proximiy to pristine
zzatural resoiu-ces. It is important tat Rosevzle inerease te quantity and diversity oi Iiing
choices so that tlae City can retain its broad range of workers, expand its tax base an€d utilize
the existing inizastxuct€are #a atlract rew workers. In other words — it is irrportarzt far
RoseviIl ta build mnr cuaiiy neighborhoods and livin infirastzuchr to clraw and retain
quality ancl pro%ssional workers.
:b. conomic Growth throtgh WalkabilitY. The City of Rasevilie wishes to expand zts
existing infiastructure owalkable resideztiial stceets into its new redeetopec conmereial and
industial areas. Providing choices for residents, workers, and customers is aznportant — and
this wil give the neiglabaxhood a choice to walk more and to suppozt -asit services. The
ability to vvalk frorn place to place is a wanderful alternative fnr thase that can cive — and it is
a liberatig activity for ttose conned ta an office or home during portions of the day.
Yauths and seniors — both growin aid vital populations in tke cozniiy - prefe;r
neighborloods and cilies that are traty walkable. The abitity to wal ta work aud use the
noon hnur for a waik is an opportunity that should be afforded ta as nnany Rqseville warkers
as possible.
c:c„Economic Growtl ttrough Susta'rnabiliiv. The City of Roseviie wishes ta encourage a
broad range af zaew teckzolagies in order to achieve a more sustainabie infrastructure of
energy, drinking waer, szrface water manageznen# and sanitary sswe, naiaral resources, and
trafc/paveznet rnanagerneiit. Investing in these technologzes zxaw wilt assist in bringing
long-z'ange iaxfrastructure costs dou, lowez'ing the zaaintenance burdei and reducing the
negative impacts on the enironment. ^,-',;rei-ssar
}tse s °sy-e-r--le-3{.,--I:i}:ti --xc--i<i ral-C-a
rti--st-vcev-eos c;ea.'t-esrc-eic-a:ra:
sak-sies-e-esee; ielao-ezvisar:1'a3;
rxa^.,°a:--I-Iai-)-s:er-r-tae-fe-akta- csan
, . . c-s-a- w,,..-cer-a:e-a. . e
+T7ci''i .,E.:...... ri..nk::... n.lin !i vi`  4 9
'tiLCi'XfCG1'i . 'CxZ.s riV'x' u''rJ'i'TC"TCm['cizii''.r7
C' 002.
