In 2000, the City af Raseville, Minnesata <br />Department of Transpor�atian (Mn/DOT), and Rai�sey County condueted a traffic canflic� study <br />to determi�e ways to improve t�ae sa�ety of Yhis intersection. In late 2001, staff rr�et wzlh a�I o� <br />fihe business owners impacted by this intersection in an effort to prioritize the coun�errrzeas�res <br />identi£'ied in il�e study. <br />This st�dy anc� the praperty owner rr�eetings genera�ed a list of improvements t�Zat tk�e different <br />agencies l�ave be�n war�iz�g c�� accomplis�ing over the Ias� 6 year�. Sorne af �h�se iterns can <br />only I�e accamplis�ed coneurrent with redevelopment. The coarz�ple�ed iz�praveme�ts ��clude: <br />25 . The clns�re of'the �'irst crossover median east of �nelling that served HarMar and the Target <br />26 parking lat. This intersection does zzot meet the minirnum safety guideli��es fnr the <br />27 z�tersection, creaiing dif�iculties for tlae County Roa�. B lef�� and thru tra�fic at �his intersection. <br />28 T�ais woxk was completed in 2005 in conjunction with the Target redevelopment. <br />29 • The discanriection of the Ea,st Snelling Ave ��'an�age road at County Road B in the northeasi <br />30 ca�ner of this intersectian. This access did not nneet t�e mini�num safety guidelines fnr the <br />31 intersectian and �he disconnection has i�p:roved safety for the i�te�sectian. The relocated <br />32 frontage road was cons�ruc�ed by Target in 2005. <br />�3 <br />34 Identi�'ied i�n�rovernents that have not been co�npleted: <br />35 • Closure of t�e sauthwes� Snelling froi�tage road ai County Road B. Mo�t a� tk�e property <br />36 owr�ers on the southwest ca�ner o£ tl�is in�ers�etion rely on this iron�a�e road far drive thxu <br />3'� ci�culation. Disconnecting it fro�xa County Road B would require a cui- de- sac, �her� is not <br />38 su�fieient room to construct a cul- de- sae i� t�zs locatipn. Re�acating �his frontage road <br />39 be�air�d tlae Buz'ger Ki�ig appears to be t�ie best soiution far this issue. Staff is waiting for a <br />40 redevelopz�ezzt apportunity to �ursue tl�is change. <br />
