City Council Regular Meeting — O1/08/07 <br />DRAFT Minutes - Page 10 <br />noted the need for a policy to follow. <br />Mayor Klausing concurred that a discussion and policy <br />ramifications needed to be considered, as a separate <br />discussion. Mayor Klausing further concurred that the <br />appointment not be politically motivated, and should be a <br />City Council decision. <br />Roll Call <br />Ayes: Roe; Pust; Ihlan and Klausing. <br />Nays: Kough. <br />Mayor Klausing directed staff, at the upcoming Study <br />Session, to include discussion of the Acting Mayor <br />appointment, in context and as part of the broader <br />operations and expectations discussion requested by <br />Councilmember Roe. <br />Councilmember Pust noted that, under statute, while the <br />appointment needed to be �nade at tonight's meeting, <br />following a policy discussion there was nothing in the <br />statue preventing changing the Acting Mayor. <br />3.1 Approve Mayor's Appointment of Dean �aschka to the <br />Housing and Redevelopment Authority (HRA) <br />Councilmember Kough opined the need to open <br />applications to the public for openings on any board or <br />committee. Councilmember Kough observed that the <br />proposed appointment was for a five year term; and <br />reiterated the need to adhere to established policy for <br />applications and interviews. <br />Mayor Klausing noted that the rationale for appointing Mr. <br />Maschka was to solicit his continued service as a citizen <br />member to the �TRA, following the expiration of his service <br />as Councilmember and appointment to the �RA in that <br />capacity. Mayor Klausing concurred that, as other <br />vacancies occur, the application and interview process be <br />followed. Mayor Klausing noted the advantages with <br />Councilmember Pust serving as Council representative on <br />the I�RA and Mr. Maschka's vast experience serving the <br />City and his interest in housing, allowing the City Council <br />Mayor's <br />Appointment of <br />Dean Maschka to <br />HRA <br />
