Draft an ordinance for Council consideration associated with a Rental Registration <br />Program as outlined in Recommendation#3. <br />b. Discuss options for preparing policies for use of code enforcement tools as outlined <br />in Recommendation #2. <br />c. Discuss assigning the Planning andlor Public Works, Environmental Transportation <br />Commission(s} to work on issues associated with parking in the City as outlined in <br />Recommendation #8. <br />d. Discuss and provide direction regarding all other CAG recommendations that will <br />have an impact on the Hi�A and its levy funds. <br />Discussion included, the possible role of inediation as a code enforcement <br />tool to maximize their effectiveness; application of code enforcement to the <br />entire community, not just strictly applied to rental properties; Ramsey <br />County District Court citation process — previous and current; perceived <br />penalties for small property owners versus multiple-familyunits; and actual <br />self-policing nature of multiple-familyunits via associations and other <br />inspection programs. <br />�4 Councilmember Roe clarified that the recommendation of the CAG was for <br />�5 a Rental Re�istration Program as outlined, not an �nspection program, in an <br />�� effort to identify small rental properties in the community in order to <br />� 7 determine if there was an actual problem. <br />�� <br />�.� Councilmember Pust noted and clarified that the recommendation #4 was to <br />�� suspend further action on a Draft Rental Licensing Ordinance for two years. <br />
