� � Rule 17 Acting Mayor i•' � The Acting Mayor shall be appointed by the Council in January of each year. The position shall be rotated � 5 among Council Members based on time of continuous service. The Acting Mayor shall be the Council �� Member with the most time of continuous service on the Council. If two or more members have identical ? seniority, the appointment shall be based on alphabetical order by last name. A Council Member may not � serve as acting Mayor twice uYtil all other Council Members have been acting Mayor. A Council Member v may decline the appointment for good cause and maintain his/h.er place in the rotation for appointment the l f � following year. ll I i Rule 18 Council Liaison Assignments 13 The Council may appoint one or more members to serve as liaison to outside boards, commissions, 1�a associations, joint powers organization as it deems appropriate. The City Manager wi�� present a list of l 5 requested appointments initiated by the organization or as provided by agreement or contract or organizational 1 C7 by-law. Previous appointments shall remain in place until successor(s) are appointed. 6' _=� Rule 19 Attendance, Vacancy and Policing ]� The Council shall govern its conduct and adopt such policies, rules and regulations as necessary for the ethical ?� performance of its duties. No Council member who resigns or is replaced shall vote for �is/her successor. ?� Filling of any vacancy shall be as provided by state law. In the event of a member's inability or refusal to �? serve, a vacancy may be declared by the council when the officeholder is unable to serve in the office or attend ?� council meetings for a 90-day period because of illness, or because of absence from or refusal to attend �� council meetings for a 90-dayperiod. If any of the preceding conditions occur, the council may, after it has by � 5 resolution declared a vacancy to exist, fill the vacancy at a regular or special ca�ulczl meeting for the remainder ��i of the unexpired term or until the person is again able to resume duties and attend council meetings, 2� whichever is earlier. When the person is again able to resume duties and attend council meetings, the council 2 R shall by resolution remove the temporary officeholder and restore the original office holder. ''� 2� _�0 Rule 20 Adoption and Amendment of Rules 3l These rules shall be adopted each Januaryor as soon thereafter as practical. The in-placerules will continue �� to govern until amended or replaced. Any proposed amendment to the rules shall be made in writing and 33 adopted by resolution of the City Council. There shall be a waiting period for public comment and the 3� conduct of additionalresearch of at least two weeks between the initial presentation of any proposed revision ��:ti to the �.i1es and the final vote unless waived by unanimous vote of the Council. 36 � �
