Roseville City Council - DRAFT Minutes
of 2/06/07 Special Meeting Pg2 of 10
available for Council business; and staff s desire to mac.e that workflow as
efficient as possible from the staff perspective and for the City Council's and
3 public's benefit. Mr. Maner noted several such techniques were providing
City Councilmembers with draft agendas on an ongoing basis, recently
implemented; better management of Council agendas; and in distributing the
Council agenda packets earlier to allow Councilmembers to address
questions and comments to staff prior to the public meeting to nake the
 actual meetings more productive.
i
Mayor Klausing encouraged Councilmembers to provide their individual
l comments and dialogue openly, with each maintaining professional and
z respectful communication; and discussion ensued regarding each individual
Councilmember's expected outcomes rom tonight's discussion.
«
5 CouncilmemberRoe opined that, from his past observations of the City
 Council, an organization works'well when everyone understands the norms;
and that misunderstandingsdidn't contribute to a good process.
1 CouncilmemberRoe anticipated a set of general concepts, rules or standards
19 for the Council's interaction with each other that each could tace
 responsibility for self-enforcement.
Z
Councilmember hla. opined that she appreciated City Manager Malinen's
3 suggestions for structuring processes better by managing Council agendas;
and provided specific procedures for discussion focus:
5 Better agenda management (i.e., meeting curfews; manage agenda
6 and meeting time) by better discipline by individual
Councilmembers and to better serve the Council and the public.
2 Noted that a procedure was in place, but needed to be revisited
regarding placing Councilmember-requested items at the end of an
3+ agenda; making it difficult — when a meeting ran long — to have
adequate time for introduction acUoz- discussion in a timely
manner. Councilmember Ihlan supported revisiting that policy to
:: better manage agendas and to allow policy issues raised by
? Councilmembers to be better integrated in a more efficient way
 earlier on the agenda.
3 Explore the possibility of paperless agendapackets — or less paper
3 and more items delivered by computer — to develop more
  efficiencies.
  r'
1
