r <br />� Rule 17 Acting Mayor <br />� The Acting Mayor shall be appointed by the Council in January of each year. The position shall be rotated <br />� among Council Members based on time of continuous service. The Acting Mayor shall be the Council <br />[� Member with the most time of continuous service on the Council. If two or more members have identical <br />� seniority, the appointment shall be based on alphabetical order by last name. A Council Member may not <br />� serve as acting Mayor twice until all other Council Members have been acting Mayor. A Council Member <br />{� may decline the appointment for good cause and maintain his/her place in the rotation for appointment the <br />1 �1 following year. <br />ll <br />l? Rule 18 Council Liaison Assignments <br />1� The Council may appoint one or more members to serve as liaison to outside boards, commissions, <br />]� associations, joint powers organization as it deems appropriate. The City Manager will present a list of <br />l� requested appointments initiated by the organizationor as providedby agreement or contract or organizational <br />I� by-law. Previous appointments shall remain in place until successor(s) are appointed. <br />I �r <br />l� Rule 19 Attendai�ce, Vacancy and Policing <br />l� The Council shall govern its conduct and adopt such policies, rules and regulations as necessary for the ethical <br />?� performance of its duties. No Council member who resigns or is replaced shall vote for k�is/kxer successor. <br />� I Filling of any vacancy shall be as provided by state law. In the event of a member's inability or refusal to <br />�� serve, a vacancymay be declared by the council when the officeholder is unable to serve in the office or attend <br />?� council meetings for a 90-day period because of illness, or because of absence from or refusal to attend <br />��# council meetings for a 90-day period. If any of the preceding conditions occur, the council may, after it has by <br />� 5 resolution declared a vacancy to exist, fill the vacancy at aregular or special council meeting for the remainder <br />�ti of the unexpired term or until the person is again able to resume duties and attend council meetings, <br />:�'� whichever is earlier. When the person is again able to resume duties and attend council meetings, the council <br />� 5 shall by resolution remove the temporary officeholder and restore the original office holder. <br />i {� <br />3�i Rule 20 Adoption and Amendment of Rules <br />� L These rules shall be adopted each January or as soon thereafter as practical. The in-place rules will continue <br />�? to govern until amended or replaced. Any proposed amendment to the rules shall be made in writing and <br />:�:� adopted by resolution of the City Council. There shall be a waiting period for public comment and the <br />�� conduct of additional research of at least two weeks between the initial presentation of any proposed revision <br />.� � to the rules and the final vote unless waived by unanimous vote of the Council. <br />:3 C; <br />� <br />
