A� Sands, 2612 Aldine <br />Mr. Sands provided a bench handout, attached hereto and made a part <br />thereof, and made verbal comment, regarding "The Demise of the <br />Roseville Charter Commission, a Brief History by A� Sands, dated <br />January 22,2007." <br />Councilmember Kough spoke in support of the Charter Commission, <br />and requested Mr. Sands to expand on how to go about creating a <br />Charter Commission, with the existing commission being disbanded <br />by majority vote of the Commissioners. <br />Mr. Sands briefly commented on initiating a Charter Commission. <br />b. John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn commented on the rulings of Administrative Law <br />Judge Richard Luis, dated December 28,2006, and addressed to the <br />City of Roseville regarding the Green Mill liquor violation issue and <br />actions of former City Manager Neal Beets, and Mr. Kysylyczyn's <br />criminal charges against Mr. Beets. Mr. Kysylyczyn outlined the is- <br />sues related to the liquor violation; quoted various written responses <br />and comments about the issue; and questioned subsequent alleged ac- <br />tions or inactions of the City Council, and his perceptions of the City <br />Council's lack of management and oversight. <br />��7 2.
