– �- <br />� <br />.� <br />� <br />.� <br />..� <br />.� <br />� <br />- � <br />— �U <br />— 17 <br />- i� <br />Roseville City Council <br />DRAFT Minutes of 1����� €�� Pg 35 of 38 <br />CouncilmembersPust and Roe spoke to staffs recommendationfor the <br />Planning Commission to serve as the facilitator of the study for public dis- <br />cussion. <br />Councilmember Roe suggested additional members to the study group (z.e., <br />four at-large members) in addition to the core Planning Commission. <br />Councilmember Kough spoke to the need to obtain substantial public input <br />in various forums, such as town hall meetings, or by using the HRA <br />neighborhood meetings as a model. <br />= r� Councilmernber Pust concurred, but noted the need to get the meetings <br />— E� started, and the need to have someone to organize the meetings in the most <br />— � � effective manner. <br />1� <br />�Z� <br />t� <br />Z� <br />�� <br />� ��1 <br />� T}T] <br />�� <br />�� <br />�� <br />� <br />�� <br />�7 <br />�� <br />�9 <br />�� <br />-�� I <br />��� <br />� �3 <br />� <br />35 <br />�� <br />��� <br />�� <br />�� <br />� �� <br />Councilmember Roe suggested a brief application process to achieve a bal- <br />anced group to assist the Planning Commission as a core group; suggesting <br />four (4) additional members. <br />Councilmernber Ih�an. expressed her discomfort in limiting the size of the <br />group; the need for the Council, not the Planning Commission, to drive the <br />process and review sample ordinances for ideas, in addition to previous <br />study scopes discussed by Ms. Ihlan and Mr. Stark; and the need to advertise <br />for public participation on a CAG dealing with subdivisions, in addition to <br />those addressed in the staff report. <br />Planning Commission Chair Mary Bakeman offered a perspective from the <br />Commission's viewpoint, of having this process jump start the Comprehen- <br />sive Plan Update, through extensive marketing and advertising, recognizing <br />the timeframe; and promoting the study to encourage open public participa- <br />tion, without the need for a formal application process. <br />Additional discussion included study group composition; and how formal of <br />an applicationprocess to follow. <br />Pust moved, Roe seconded, establishmentand appointment of a Citizens <br />Advisory Group (CAG) consisting of the City's Planning Commission, in <br />addition to four additional at-large citizens to serve as the core study group; <br />directing staff to advertise for the four positions with a written application <br />
