Councilmember Pust questioned, however, if this would duplicate discus- <br />� sion and how special topics (i.e., tree preservation, moratorium, housing needs) <br />:� and other substantive issues would be handled. <br />� <br />� <br />� <br />� <br />� <br />� <br />Councilmember Thlan concurred with City Manager Malinen's suggestion for an <br />additional Work Session each month on a trial basis; opining that it may take a <br />burden from the regular business meetings and possibly allow more time for sub- <br />stantive policy discussion at Work Sessions. <br />�� Councilmember Kough questioned the need for extensive staff presentations {i.e., <br />11 Pavement Management Plan annual presentation) and questioned whether so many <br />1 � presentations were necessary. <br />l :� <br />1� Mayor Klausing noted that the staff presentations were often for public information <br />3� and were required in Public Hearing format in accordance with State Statute. <br />1� Mayor Klausing summarized Council comments thus far: first look at all agenda <br />1� items in Work Session format; desire for more substantive time on just a few pol- <br />1� icy items at Work Sessions; and whether to attempt the additional meeting sug- <br />1� gested by City Manager Maline�. <br />�� <br />�1 <br />�? <br />�� <br />�� <br />�� <br />�6 <br />2� <br />�8 <br />�� <br />Councilmember Roe expressed his willingness to give City Manager Malinen's <br />suggestion a try; opining that a possible "hybrid" solution of bringing everything <br />before a Work Session and providing more detail at Work Sessions may be neces- <br />sary. Councilmember Roe suggested that staff reports be provided to �ouncil- <br />members before the Work Session and that those reports not be presented verbally, <br />or "read off again but allow time for more substantive discussions making the as- <br />sumption that Councilmembers have reviewed the supporting documents provided <br />by staff. <br />3� Councilmember Pust suggested that City Manager Malinen's model be given a two <br />3 I month trial with a follow-up date set for discussion, and in the meantime individual <br />��� Councilmembers prepare their list of items they want given more substantive, <br />;�:� long-term policy consideration, to determine where and when they can be slotted <br />�� into upcoming Work Session schedules; thus allowing for the Council to move <br />�� forward on two tracks simultaneously (e.g., long-term discussion on policy issues <br />�6 and strategic planning items and goals). Councilmember Pust suggested that this <br />�'� would allow the Council to determine if the additional Work Session was reducing <br />3� their workload or whether limits on the Work Session discussion items was war- <br />3� ranted. <br />
