I���L�E�T F�R ��I�N�IL ���I��I <br />Date: 2126107 <br />Item �:� 7. <br />Department Approval: Manager A�ap,�oved: Agenda Section: <br />.����� <br />Item Description: <br />Consideration of Maintenance Workers Loca149 Tentative <br />Settlement <br />Background <br />The City of Roseville has tlu'ee collective hargaining units, the Police Sergeants, Teamsters; Police, LELS; and Maintenance <br />Warkers Loca149. The Police Sergeants (Teamsters) and the Police Officers (LELS) are settled for 2007 contracts. This <br />report pertains to the 49ers. There are 28 city employees in the 49ers' bargaining unit. They perform a variety of <br />maintenance wark in the Public Works and t�he Parks and Recreation Deparhnents. The City and the union have been <br />negotiating since September 2006 as the contract expired on December 3,2006. <br />Although city employee wages are provided in five different plans, the City maintains a policy of internal parity for all <br />employees. According to this philosophy, comparahle cost of living increases and benefits are consistently provided to these <br />five employee groups. In addition, the Cily benchmarks itself with comparahle municipalities. <br />According to comparable Stanton V municipalities, the wage increase for union and non-union groups averages <br />approximately 3% for 2007 and Council provided 3% to all other staff. Based upon this data the proposed 2007 <br />compensation adjustment for the Loca149 gro�p would also he 3%. <br />For the first time ever, City staff and Union members from Loca149 have �i7ci and found common ground for a settlement on <br />a three year contract. With a vote by the membership pending, it is timely to inform Council that the terfns of the agreement <br />provides the desired parity with other staff and is within range to the Stanton 5 averages. The following is the proposed <br />agreement that is pending a vote by the union scheduled for March 1, 2007 and a vote by Council on March 12,2007 if the <br />union vote approves this settlement: <br />Descri�tion of Pro�osed Aereement <br />1. ContractDuration: <br />� Term of 3 years from 1/1/07 - 12/31/09 <br />�, �r��,bP �pr <br />9 Effective January 1,2007, employees who are required by the City to he on standby will be <br />compensated $240.00 per week. The weekly amount will he pro-rated according to the time frame <br />the employee is required to be on standby duty. This is a weekly increase of $30 from the 2005 <br />contract which is near average for the �tanton 5 group in 2006 <br />3. Uni orms: <br />9"The EMPLOYER shall reimburse all mechanics, upon receipt, up to one hundred twenty-five dollars <br />($125) per calendar year for the purchase of safety footwear." This is a$25 increase from 2005. <br />
