DENYING the Minor Subdivision (Three Parcel Minor Sub- <br />division) creating two (2) parcels A and B(Parcel "A" to have the existing <br />house) with dimensions and sizes that meet or exceed the requirements of <br />City Code $1004.016 and $1103.06; and based on the eommentslfindings in <br />Section 6 and subject to the conditions of Section 7.0 of the staff report <br />dated February 12,2007; with staff directed to prepare findings of fact for <br />consideration and adoption, consistent with this resolution. <br />Staff Note: Need to Draft Resolution — with Attachment A Findings of Fact <br />Councilmember Ihlan proposed findings of fact for denial; and City Attor- <br />ney Anderson and staff were tasked with drafting those findings for the re- <br />cord and for action at tonight's meeting, based on the 60-day land use re- <br />view timeline. <br />Mayor Klausing spoke in opposition to the motion; opining the need for <br />flexibility in a first ring suburb. <br />Roll Call <br />Ayes: Kough; Ihlan; Roe and Pust. <br />Nays: Klausing. <br />Motion carried. <br />Recess <br />Mayor Klausing recessed the meeting at 8:17 p.m. and reconvened at $:23 p.m. <br />�4 1 l. <br />�:} <br />�� <br />�� <br />2� <br />�� <br />3� <br />3� <br />3� <br />�� <br />�� <br />�� <br />�� <br />Report on Stormwater Management Problem Areas <br />Engineering and Public Works Director Duane Schwartz provided a brief <br />annual report to summarize development changes, capital improvements and <br />other water management-relatedissues occurring over the past year as they <br />related to the City's Comprehensive Surface Water Management Plan. <br />Mr. Schwartz noted that staff had completed more in-depth modeling of spe- <br />cific areas and existing construction; and reviewed those areas as detailed in <br />the document entitled, "Roseville Public Works Department of Engineering <br />— 2006 Storm Water Annual Report". Mr. Schwartz advised that staff <br />would return with proposed improvements in some of those areas identified, <br />following meetings and discussion with those neighborhoods that would be <br />impacted. <br />�� Mr. Schwartz reviewed specific areas experiencing isolated street flooding; <br />�� various recommendations and options for corrective action; current practices <br />�{� and short-term remedies; and reconstruction projects over the last year im- <br />
