� <br />� <br />� <br />� <br />� <br />7 <br />� <br />� <br />Regular City Council Meeting <br />Monday, February 12,2007 <br />Page 19 <br />Discussion included ways the City could enhance their own rights-of-way <br />outside development areas to provide better rate control and prevent quickly <br />overwhelming systems during significantrainfall events; soil types; pre- <br />mium property costs; opportunities for creating additional ponding where <br />applicable and more impervious surface areas; creation of bio-infiltration <br />trenches and rain gardens; cost prohibitions; and future meetings by staff <br />with affected neighborhoods within the next four to six months. <br />1� Councilmember Pust personally noted the drainage issues in her neighbor- <br />11 hood; thanked staff for the work done to-date in alleviating those issues; and <br />1� asked that she receive a copy of the report to share with her neighbors prior <br />1:� to a scheduled meeting with them and staff. <br />I� <br />l� <br />1 t� <br />1� <br />1� <br />1� <br />�� <br />�l <br />�� <br />�3 <br />�4 <br />�5 <br />�� <br />�� <br />�� <br />�9 <br />Additional discussion included the extensive commercial/re�ai� properties in <br />the City and surface drainage issues; recent drainage improvements in rela- <br />tionship to the County Road C reconstructionproject by Ramsey County and <br />the City's portion of the streetscape proj ect; ongoing monitoring by staff — <br />and resident alerts — of problem drainage areas and maintenance crew in- <br />spections after heavy rain events; and estimated reductions in outflow at <br />Ros�da�c Shopping Center since the installation of their underground storage <br />facility (estimated by staff, according to the design, to drop �'rorn 31 cubic <br />feet to 14.87 cubic feet in the disturbed area requiring mitigation). <br />Mayor Klausing recognized the pond created to help manage runoff for the <br />Hughes' property; and noted they were present tonight to address some of <br />the ongoing concerns. <br />Further discussion included equity and redevelopment considerations with <br />3[J retail boosting the local economy while increasing strains on the municipal <br />�] and regional storm water systems; potential areas for underground storage <br />3�� facilities within city rights-of-way and the considerable expenses involved to <br />�3 acquire easements as well as construction costs; possible implementation of <br />�4 a storm water assessment policy; and additional mandates as more impaired <br />�5 waters are identified and water quality concerns and prevention mandates <br />�� brought forward to reduce outflow and improve water quality. <br />�� <br />��3 Public Comment <br />�9 Mr. and Mrs. Chris Hughes,1779 Rose Place <br />
