Mr. �chwartz observed that since that time, trees have continued <br />� to mature and the City had become more heavily-forested; and he estimated a <br />� probable 33% cost increase. <br />� <br />�� Councilmember Ihlan opined that if half the residents were using the program <br />� when there was no charge, and with diminishing returns in current use with a Reg- <br />� istered user fee paid program, it would seem reasonable to determine whether the <br />� service were provided city-wide again by instituting a fee and revisiting the sig- <br />1� nificant administrative costs, whether the program should be revisited and the bill- <br />� 1 ing process reviewed (i.e., paying on line eliminating postage and administrative <br />�� costs) as a consideration in trying to balance the value of the program to residents <br />Z� and the City's environment, and reductions in street sweeping costs. <br />1 �1 <br />1� Mayor Klausing concurred; opined that everyone seemed supportive of continuing <br />��� the program; and directed staff to provide concrete data for continuing the regis- <br />1� tered userl�ee program versus a city-wide collection program (i.e., current model <br />1 �3 and a possible alternative model returning to the original program); to review ad- <br />19 ministrative costs with an eye to reducing them and possibly streamlining billing <br />�� options; and to provide that information for Council consideration regarding both <br />� 1 alternatives. Mayor Klausing opined that striking a balance in increasing participa- <br />�� tion and reducing leaves in the gutter were worth looking at again. <br />2;3 <br />�� 7.
