The Commission studied six alternatives at <br />their September meeting for feasibility and cost. The three most feasible alternatives were <br />presented to the neighborhood at the Commission's October meeting. Over 20 neighborhood <br />residents were in attendance. At the November Commission meeting, M��IDot staff was in <br />attendance to discuss the reasons for the closure of the median on Snelling at dalccrest Avenue. <br />The Commission has finished their review, discussed their findings, and recommended sending <br />this issue back to the City Council. <br />The PWETC has studied alternative access to the James Addition, as requested by the City <br />Council. �]�i�. Commission has finalized its study of this issue without a recommended <br />alternative access. The Commission offers the following summary of actions and findings to the <br />Council regarding the alternative access issue. <br />• The Commission studied six alternate access options based on property impacts, cost, <br />safety, and feasibility. <br />• The three most viable options were presented to the neighborhood at the Commission's <br />October 2006 meeting. <br />• The Commissionmet with Mn/DbT staff regarding closure of inedian policy. <br />Findings: <br />• Resident feedback indicates a preference for leaving access as it exists today. <br />• Residents attending the public meeting overwhelmingly oppose any alternative access <br />that would remove homes from the neighborhood and would prefer to live with the <br />closure if M��/Dot moves forward versus the alternatives studied. <br />.�z�AO'�' staff is holding firm on the issue of full closure of the median at Oakcrest on <br />Snelling Avenue after allowing the City to fully study alternative access and implement <br />improvements. <br />• Additional traffic analysis would be required to determine if any signalization on <br />Fairview Avenue would be beneficial to neighborhood access. <br />RECOMMENDED COUNCIL ACTION: <br />Provide direction to staff regarding any additional review or study of this issue. <br />Prepared by: Duane Schwartz <br />
