Roseville Public Works, Environment
and Transportation Commission
Meeting Minutes
Tuesday, November 28,2006, at 6:30 p.m.
City Council Chambers, 2660 Civic Center Drive
Roseville, Minnesota 55113
5. James Addition Discussion
Chris Roy, Arnr Jabr, and Marc Goess from Mn/DOT shared with the
Commission how the decision was made to close Oakcrest at Snelling and
if there's any possibility of things changing to keep it open.
Member Willenbring suggested keeping the intersection three-way and
channelizing traffic flow to prevent people from trying to make a left turn
out of Oakcrest onto Snelling. Chris Roy said this has been done in other
areas, but people still try to go around.
Chris Roy said traffic volumes are predicted to increase about 2% per year
and no one has yet addressed two of Mn/DOT's three main concerns,
which is the closeness of the Oakcrest intersection the intersections at
County Road C and County Road B2.
Member DeBenedet asked how many accidents have occurred since the
intersection was changed to three-way only. Amr Jabr said there were
three in six months. Member DeBenedet asked for a breakdown of the
accidents. M/DT said they didn't have it with them, but they could get
it to staff at a later date. Member DeBenedet said he wanted to know how
many of the accidents were due to someone making a left turn out of
Oakcrest.
Member Willenbring wanted to restate that Oakcrest would be left open
for right in, right out, traffic. Mn/Db'T` said yes, they only wanted to close
the median.
Member DeBenedet asked what data Mn/DT had on traffic speeds
increasing. Chris Roy said he didn't have anything with him, but in
general, speeds have increase over the entire metro area.
