�� <br />��� ���������.i� <br />TO: Thomas Paschlce, City of Roseville <br />FROM: George Calebaugh, PE, PTOE <br />DATE: December 5,2005 <br />RE: Franlcs Redevelopment Traffic Study <br />SEH No. A.-ROS�V9801.0� <br />As requested, SEH completed a traffic study for tlae proposed Franlcs Redevelopment at 1800 Highway 36 <br />in Roseville. The proposed redevelopment includes a sporting goods store of 18,480 square feet, a <br />general retail use of 8,000 square feet, and a full service banlc of 7,085 square feet. The existing building <br />on the site is currently vacant, but formerly was a Franlcs Nursery & Crafts store. The traffic study <br />includes a comparison of tl�e trip generation for the former versus the proposed use for the site, an <br />investigation of the traffic impacts of the proposed development on the �'airvi�r�v Avenue (CSAI-� <br />48)I�roa�tage RoadlGluak Lane intersection, and a review of the concept site plan for traffic issues and <br />concerns. <br />Trip Generation <br />Trip generation for the former Franlcs Nursery and the proposed development were developed using the <br />trip generation rates from Trip Generation, 7`h Edition, Institute of Transportation Engineers (ITE), 2003. <br />Weelcday average daily traffic (ADT), weelcday AM pealc hour traffic, weelcday PM pealc hour traffic, and <br />Saturday pealc hour traffic were estimated for the Franlcs Nursery and for the proposed development. <br />There are no specific ITE trip rates for sporting goods stores or general retail uses. The ITE trip rates for <br />a shopping center were used for these two uses. Table 1(See attached sheet) indicates the estimated trip <br />generation for the Franlcs Nursery. Table 2(See attached sheet) provides the estimated trip generation for <br />the proposed development. <br />As can be seen from the tables, the proposed development is expected to generate significantly �no�e <br />traffic than tl�e Franlcs Nursery for the pealc hours, as well as ADT. The majority of the traffic generated <br />by the proposed development is due to the banlc. <br />Traffic Operations <br />The traffic impact of the proposed development on the �'airv�ew Aven�elFrontage RoadlG�uek Lane <br />intersection was examined. Three scenarios, specifically existing conditions, one year after build-out <br />(2007}, and ten years after build-out (2U17), were investigated for the traffic analysis. As can be seen <br />from the trip generation data in Table 2, the weelcday PM pealc hour for the proposed development is <br />expected to have higher volu��es than the AM pealc hour or Saturday pealc hour. Therefore, only the PM <br />pealc hour was examined in the traffic analysis. <br />Turning movement counts were conducted at the �'airvxew Aven�zel�ronfia�e RoadlGluek Lane <br />intersection during the PM pealc period on 11130105.
