Revised Franks Redevelopment Traffic Review <br />February 22,2007 <br />Page 2 <br />Our trip generation for the site is the same as RI..K's gross total trip generation numbers. RLK reduces <br />the trip generation volumes by 20% to account for shared trips (A shared trip might be someone that stops <br />at both the bank and coffee shop in one visit to the site.). Considering the size and mix of. uses on the site, <br />we feel that a 20% shared trip reduction factor is too much and recommend that no reduction be made to <br />the site-generated trip estimate. This provides a znore conservative estimate (higher) for trip generation <br />frorn the site. <br />The use of slightly lower trip-generation numbers by RLK for the site results in slightly better results for <br />the PM peak hour traffic operations analysis. Though R�.T�'s and S�H's level of service and queue length <br />analysis may have slightly different results, the final conclusion for what is needed for improvements at <br />the Fairview Ar��nnel�rqntage Road/Gluek Lane intersection is the same for both studies, that is the <br />addition of a 100-foot right turn lane on the westbound approach at the intersection. <br />Comments Regarding Revised Site �'la� <br />Regarding the ll22107 site plan, large trucks (tractor-trailer combinations) will have a difficult time <br />accessing and circulating within the site. Large t�cks will not be able to use the north access point to the <br />site without encroaching on curbs and boulevard areas. The placement of buildings, the size and <br />placement of raised islands, the location of parking stalls, and the length of the corner radii at internal <br />intersections make it difficult for large trucks to maneuver within the site. <br />In order to provide for large truck access to the truck dock area crn the south side of the Goldsmith <br />building, it is our understanding that trucks will be directed to enter the Franks site through the access <br />points on the east side of the property (from the adjacent Sports AuthoriiylCircuii City property). This <br />arrangement for large truck access appears feasible. However, large trucks will need to exit the Franks <br />site through the south access driveway and connection to Fairview Avenue. Some modifications are <br />recommended to the geome�rics of this connection in order for trucks to use this connection without <br />encroaching on curbs and boulevard areas. These modifications involve increasing corner radii and <br />possibly increasing the width of the south access point opening. <br />The provisions for large truck access to the Franks site are predicated on the assumption that a cross- <br />easement agreement with the adjacent property will be signed by all parties.
