This "statement" is the Roseville Conaprek�ensive <br />L l Plan." The preceding is the City's introduction to our ComprehensivePlan; an <br />1: introduction that effectively summarizes its purpose. <br />I.� In addition to the purpose that it would ideally serve for Roseville, the Comprehensive <br />!� Plan is also mandated by the State of Minnesota and the Metropolitan Council. Every ten <br />I� years that mandate requires communities in the metropolitan area lo update their plans to <br />';7 be in conformance with the regional mission, vision, goals and strategies for the entire <br />:? Twin Cities area. The Metropolitan Council's deadline for submitting this decennial <br />: � update is December 2008. <br />=�� The Metropolitan Council terms its plan for the metropolitan area as the "Regional <br />}" Framework." According to the Metropolitan Council "the Framework is intended to help <br />�_ ensure the orderly, economical development of the seven-county area and the efficient <br />f� use of four regional systems: transportation, aviation, water resources and regional parks <br />?.} and open space." To accomplish the goals and strategies contained within the Regional <br />?� Framework, the Metropolitan Council establishes "System Statements" for each <br />�� communitywithin the metropolitan area. These System Statements inform each <br />�� community of how it is affected by, and responsible for, the fulfillment of the Regional <br />�� Framework. The System Statement for the City of Roseville is attached. <br />i� Roseville's current Comprehensive Plan was completed in 1994 and is periodically <br />?�� augmented or updated to reflect changes in the community. The last such updates <br />��a occurred in 2003. These periodic updates, however, have typically �een technical in <br />;x I nature rather than substantive. <br />�y <br />33 <br />�T� <br />�� <br />The City of Roseville has three primary alternatives for completingthe required update <br />by the end of 2008: <br />A) Making "technical" updates which reflect the requirements set forth in the System <br />Statement, or; <br />Council Comp Plan Men�co 031907 Page 1 Of 4 <br />
