This system statement suinmarizes significantelements ofthe metropolitan systean <br />plan and highlights those elements that apply specificallyto your co�n�nuz�ity. In addition to <br />reviewing this system statement, your community should consult the entire Transportation Policy <br />Plan, the 2030 Regional Development F�^arr7�e�vor�k c�ad other pertinent regional plcmning and policy <br />documents, including the Aviation Policy Plan, to ensure your community's local comprehensive <br />plan and plan amendments conform to the metropolitan system plans. However, the revised plan also examined two alternative scenarios — <br />what could be built i f highway revenues were increased by 30% over the next 25 years, cmd <br />what it would cost to provide enough additional capacity to hold congestion to the 1998 levels. <br />* The highway expansion projects shown in the plan have changed little since the 2001 plan, due <br />to this lack ofadditional resources. (SeeFig 4-11 forhighway expansion proposals.) <br />Metropolitan Highway System Plan investment priorities no longer contain the "Improvements " <br />category. Most improvement corridors ccre now designated "Manage��e��t" corridors. <br />* The new investment timing provisions ccre contained in the Plan. Table 4-11 contains projects in <br />NTnIDOT's I-�ighway Work Plan (scheduled in 2009-2013) construction, reconstruction, c�ad <br />bridge replacement gr°eater $10 million. Table 4-12 contains Regional Priority Pr°oject to move <br />into the 10-Year Highway Work Plan, i f there are resources available in the 2005-2009 time <br />period. <br />� Funds have also been allocated to obtain right o£way fornew crossings ofthe Mississippi River <br />between NW Hennepinand Anoka Counties and ofthe Minnesota River in the vicinity of <br />Chaska. Construction dollars forthese projects cr�e not foreseen before 2030. <br />* Chapter S contains new policies and procedures on managing the scope, cost and revenue <br />sources o f projects to insure that sufficientresources ccre available to i��ple��eni the region's <br />t�ansportation priorities as shown in this plan.
